- preparing release 0.9.20

a case insensitive way as specified in RFC 2616.  This prevents
compatibility issues, in particular with recent versions of Tomcat
whcih store request header names in lower-case.

- logback-access tests are now all JUnit4

We now use sqljdbc4. (note the suffix 4)

Given dependencies on test-jar logback could not be build as 'mvn package' from 
a pristine local repository. One had to 'mvn install' first.

- dropped retrotranslator support

Now, only Context's have a property map. A number of classes has to change to reflect this change.
