Bug 373251 - DefaultUpdateCheckManager ignores session.isNotFoundCachingEnabled for checkMetadata 

Refactored error caching to consequently query new ResolutionErrorPolicy extension point which allows to apply different policies for artifacts vs. metadata when needed
