Prevent report generation when clirr.skip is true

Work as described in documentation:
http://www.mojohaus.org/clirr-maven-plugin/clirr-mojo.html#skip

Result is consistent with behavior experienced when running mvn clirr:clirr
-Dclirr.skip=true, the clirr-report.html file is not generated
